Sae hasn't accepted you into her cognition of the courthouse, so you can't progress further unless she sees you in court.
You will have to leave and sit in on one of her hearings so that she can see you in the courthouse. The goal here is simply to be seen by Prosecutor Niijima.
After she sees you all, you'll head straight back into the Palace. Start off by talking to the dealer behind the counter about the games on this floor.
You will get a gift of 1, coins and a map of the area as well as some intel on how to get to the Manager's Floor. Head up and around to the door you were told about to check out the path beyond.
You'll quickly see that the bridge is a scale and that it costs a great deal to move it. Check out the machine by it and it will tell you that you need , coins to move the bridge.
The prices of this cognition most likely represent the massive costs of the legal system and how those without money cannot afford to defend themselves.
There are two "games" on this floor. The first is a dark maze called The House of Darkness and the second is a battle arena. Both are much more difficult than the previous floor's games and require skill over luck, but their payout is much greater.
Before doing either, make sure to get the safe room on this floor! You must do this game first. It costs 1, coins to enter.
Inside the labyrinth are a lot of Shadows and no visibility, so prepare for a lot of fighting. Get the safe room before heading in.
It is the longer of the two games. What makes this all the more difficult is that you have no map, either. The trick to any maze is to stick to one wall as it will eventually take you to the exit, so be sure to do that if you get lost at some point.
Additionally, use your Third Eye ability to get slightly better sight while exploring. Start by heading around to the east and following the path along.
For now, it's linear so you should be fine. Eventually, you'll get into a more open area and there will be lost people in it. Search around for the door and you'll find out that it's locked, hence all the stranded people.
However, there's a duct to the left of it that you can crawl through. Do so to progress. Hop down into the next room and you'll now have to decide between a path to the south right near where you land and a path to the south-east.
The path closest to where you land will simply lead to a treasure chest. The path further along to the south-east will take you onwards.
The path to the south-east will lead you to a door while the path continues on. There's a chest behind the door, so grab it before continuing on.
Right when you go past the door, past the blue flashing square that you walk through, there will be a split in the path.
If you choose to go towards the exit, you'll know you're going the right way when you head through two doors and then come across a ramp with yellow lights.
Climb onto the ramp and go through the duct at the top of it. It'll be hard to navigate since it's pitch black, but it's not a long tunnel.
You'll go left and then right. Looking backwards can help. Necessary cookies are absolutely essential for the website to function properly.

Thanks, it did blend in for me. I think they mentioned it was near entrance but everything is lighted like a Christmas tree in these parts of the dungeon.

The room where the big slot machine is in? Or the entrance area that also had the green panel? User Info: NeedmoreDPS. Walking down the hallway leads to a balcony where you can use your grappling hook to swing to another balcony.
The door to the Will Seed is right on the balcony you've swung to, guarded by a Shadow. Using the grappling hook, scale the central tower from the outside until you reach a window to climb through.
Here, you'll find a door that leads you to your next location, and a stack of wooden crates. Climb onto the crates to reach a duct to crawl through.
You'll end up outside again, where you can use the grappling hook again to reach another window at the very top of the tower..
You'll drop into a room with the door to the next Will Seed. Take the elevator at the lower level of the tower. It will take you to a room with two corridors - one with a portrait of Kamoshida at the end, and one with another elevator that you can't operate yet.
Go through the portrait to the main hall. Go all the way to the right and open the gate to a secret room with giant, wooden gears.
Set them into motion and come back the way you came from - the lift will run now and take you straight to the last Will Seed for this palace. Go up the stairs from the second exhibition room where you've saved your friends from the electric bars.
The next level comes with two small rooms and a balcony in between. On the balcony you can use the grappling hook to get onto the rafters.
After walking through various landscape paintings in the treasure hall, you enter the treasure hall gallery, a new part of this dungeon that only exists in P5R.
At the end of the hallway, a locked door leads to the next will seed. Go around the corner to your right and look up until you find a spot to use your grappling hook.
Once up, you can't miss the switch for the door. In the museum's final room, find an open vent in the right-hand hallway.
It will lead to, you guessed it, a balcony where you can use your grappling hook. Jump across the platforms to a second vent and open the door in the next room, then go back.
You'll drop out near a safe room. Follow the hallway to the left. Pay the entrance fee and advance into the house of darkness itself.
It is nearly impossible to see anything normally. In order to see properly, use Third Eye. While this will not make things terribly bright, it will be much easier to see.
Here is a map of the entire house of darkness to help you get through it:. Follow the twists and turns until you reach a locked door.
After you examine it, turn to your left to discover a vent. Crawl through here to progress. Once out of the vent, jump up the glowing platform and follow the path.
Take a left at the fork for a chest. Take the right fork to continue moving forward. Stick to the right side of the wall to stop yourself from getting lost.
Climb up the next glowing podium and take the vent out. From here, take the path forward for a chest and a shortcut back. Take the left door to win the maze.
In the victory room, open the chest in the center. Walk forward from the chest and go through the double doors.
The shadow who first let you in here will cheat and block your path. Take the vent to the left. Once you emerge, take a left to open up a shortcut back.
Take a right from the vent and follow the path down. Follow the hall to the end and jump up the boxes to the left. There is a chest to your right and a door to your left.
Take the chest first and then exit. Use the card to open up the card barrier and then head through the right door.
You will finally be at the end. Take a left for the house of darkness goal area safe room. Approach the game master for the house of darkness and battle him.
Take your winnings and exit the house of darkness. This time you want to take a left from the elevator and enter the Battle Arena. Once you enter the area, hang left for the battle arena safe room.
Now approach the counter and speak to the cashier. He will inform you of the cost to play and tell you that only one champion may enter.
Now is your time to shine. Take your , coins and return to the bridge balcony. Pick a room at random and try a few games of dice until you realise it's rigged, then crawl through the vent near the northernmost dice room.
Follow the passage around anticlockwise then jump over the machinery ahead. Head west, follow the passage north, then turn right and go up the stairs.
Once the corridor heads south turn right at the end, use the safe room, and then head east. Keep following the passage around until you reach the door at the end, then head through to enter the dice control room.
Defeat the shadow in the control room then return to the main gambling area. Futaba will mark a room on your map, so pop in there and play a few more games of dice - this time you can't lose, so keep going until Ryuji and another member of your party volunteer to grind for cash, then return to the lobby.
You now have enough cash to play the slots, so make a quick stop in the safe room and then head through the door to the east.
Examine the giant slot machine, then head up the short flight of steps to your right and climb onto the bank of slot machines at the top.
Examine the panel, then climb back down and return to the first slot room. Turn right and follow the corridor, open the door, and then climb onto the machinery on the left at the end to find the green control panel.
Double back and enter the main part of the slot room heading back to the lobby and the red panel will be on the wall to your rightjust past the last row of slot machines.
Once both panels are done return to the giant slot machine and give it a whirl, then return to the cashier and collect your High Limit Card then use the elevator to move to the next floor and speak to the bouncer.
